Flávio Gualter Inácio Inocêncio graduated in Law from the Law Faculty of the Universidade Nova de Lisboa (Portugal) in 2005, post-graduated in Research Methods in Social Sciences at Nottingham Trent University (UK) in 2007 and received his doctorate in Public International Law from Nottingham Law School in 2011.


He gives lectures in Oil and Gas Law in the Master of Economics and Law of the Sea at the Law Faculty of the Universidade Nova de Lisboa, a researcher at the Center for Research and Development on Law and Society at the Universidade Nova de Lisboa, and a guest lecturer in Oil and Gas Law at the Law Faculty of the Agostinho Neto University (Angola). He is also a lecturer on the Master's Degree in Tax Law at the Agostinho Neto University Law School.


He was a Professor at the Law School of the Methodist University of Angola and the Law School of the Catholic University of Angola. He also served as a Senior Lecturer at the Law School of Coventry University in the UK where he introduced an LLM course in Oil and Gas.


Flávio Inocêncio, is a member of several professional associations, including the Association of International Petroleum Negotiators (AIPN).


He is author of two books "The Organization of Petroleum Exporting Countries: The Case of Angola" and the book "Reconceptualizing Sovereignty in the Postnational State: Statehood Attributes in the International Order."


He is also the author of several academic articles. Flávio Inocêncio has worked as a Consultant in the areas of Natural Resources, Oil and Gas, Foreign Direct Investment and International Arbitration and has worked in several countries, including Portugal, Angola, the United Kingdom of Great Britain and Austria. Flávio Inocêncio also worked at the Secretariat of the Organization of the Petroleum Exporting Countries in Vienna of Austria in 2013.


In recent years he has been dedicated to consulting in the extractive sector, especially in the Oil and Gas industry. Flávio Inocêncio has regularly participated as a commentator and columnist in various media outlets in several countries and has published opinion articles and interviews in English and Portuguese.
